MEC launches exam to assess medical training in Brazil

The Ministry of Education (MEC) launched, this Wednesday, April 23, the National Exam for the Assessment of Medical Training ( Enamed ) , which aims to establish a unified instrument for the assessment of medical training in Brazil . Its results may be used for access to medical residency programs. The exam will be conducted by the National Institute of Studies and Educational Research Anísio Teixeira (INEP) in collaboration with the Brazilian Company of Hospital Services ( Ebserh ). On the occasion, the Ministers of Education, Camilo Santana, and Health, Alexandre Padilha, signed the executive orders relating to the creation of Enamed and the guidelines for the National Residency Exam ( Enare ) .  

Camilo Santana emphasized that the goal of Enamed is to guarantee the quality of medical training in Brazil . According to him, a working group (WG) will be formed to discuss the proposal that Inep is presenting for carrying out the exam. The WG will bring together members of councils, professional associations and public institutions to define the best format for the exam.  

“ Doctors treat lives. We know the importance of doctors, of healthcare professionals, of the importance of the Unified Health System (SUS), of the importance of providing healthcare to the population. We want to ensure, and this is a directive from President Lula, that our healthcare professionals, our doctors, and our nurses receive good quality training. I have no doubt that with Enamed , we are taking an important step toward achieving this goal ,” he emphasized.

The Minister of Health, Alexandre Padilha, highlighted that  the country's greatest challenge was to train specialists who would treat people with a humanized approach .   According to Padilha , evaluation with a focus on results is part of the MEC's ​​work and should observe the training of health professionals , in order to identify the best ways to achieve this goal . " This should be the main focus of the medical training process . I would like to congratulate Minister Camilo , because you and your team are, precisely, pointing out the paths of what is best in international experience . Every international experience today focuses on two fundamental issues in medical training: the evaluation should focus on the student's progress , but it must also have an eye on the training institution ", he said .  

The president of Ebserh , Arthur Chioro, said that this was an important moment for all those concerned about the direction of the evaluation of medicine, medical training and education in the Brazilian Unified Health System . He noted that the creation of an exam to evaluate the performance of medical students will allow for an annual, consistent and qualified evaluation that will guide the direction that should be followed.  

“ It is essential to qualify the information and analyses that E named will provide, including so that the bodies responsible for the regulatory process, both in public and private institutions, can fulfill the task of producing safe and qualified medical training in our country ,” he said.  

The Director of Higher Education Assessment at INEP, Ulysses Tavares Teixeira, presented details of the application of Enamed at the ceremony and informed in his presentation that the assessment is estimated to be carried out by 42 thousand students graduating from Medicine, in addition to the public interested in accessing medical residency programs with the score obtained in the exam. There will be 300 Medicine courses evaluated throughout Brazil, with the tests being applied in 200 Brazilian cities. 

 “The idea is that we have a more robust systemic evaluation of this exam together with the other evaluations of the other processes foreseen within the scope of the evaluation system, which can provide better subsidies with public policies for regulation , financing and induction of the quality of higher education in Brazil ”, he emphasized . 

Enamed – E named will be held annually, starting in 2025, and will unify the reference matrices and assessment instruments within the scope of the National Student Performance Exam (Enade) for medical courses and the objective direct access test of the National Residency Exam ( Enare ) . The new exam has national strategic relevance, within the scope of the assessment of medical training in Brazil, and its results directly impact the Unified Health System (SUS) and the entry of new doctors into the job market.  

The MEC is planning a cycle of mutual strengthening between the exams. For the ministry, Enamed will boost student engagement in Enade, given that the score can serve as a means of admission to direct access medical residency programs . This has a positive impact on Enare , since all medical school graduates will now take the exam annually. 

Check out Enamed 's objectives :  

Assessment of medical training : verify whether medical course graduates have acquired the skills and abilities required by the National Curricular Guidelines ( DCNs ). 

Support for improving courses : provide inputs for improving medical degrees, contributing to the quality of medical education in Brazil. 

Improving selection for medical residency : unifying the Enade assessment and the Enare objective test , optimizing access to direct access medical residency. 

Strengthening the Unified Health System (SUS) : ensuring that future doctors are prepared to work in a qualified manner in the SUS. 

Unification and transparency : create a standardized evaluation model, democratizing entry into direct access medical residency programs. 

How it will work – Enamed is organized as a unified instrument for evaluating medical training in Brazil, in the form of an “ umbrella ” exam , based on the application of Enade. The exam will serve two specific audiences :  

Medical students enrolled in Enade, who will indicate their interest in using the test score in the Enare selection process ; and 

doctors interested in participating in the selection process for direct access medical residency programs at Enare , registered with Enamed , during the period to be established in the Exam announcement. 

Registration – Registration for Enamed will open in July. The exam is mandatory for all students completing undergraduate medical courses . The exam is scheduled to be administered in October and individual results will be released in December. To use Enamed results for the National Residency Exam , it is necessary to register with Enare and pay a registration fee (except in cases of exemption provided for in the notice). Students who will take the National Student Performance Exam and who do not intend to use the test results to enter the residency program through Enare will be exempt from the fee.
