̽»¨Â¥ Technical Advisory Council

The ̽»¨Â¥ Technical Advisory Council (ATAC) provides expert, forward-looking guidance on digital learner records and related technologies in higher education, The Council advises the association on the development of content, programming, guidance, and education to support its membership and strategic priorities. ATAC works to ensure that best practices are identified and implemented to protect students' data privacy and security—particularly in the context of learning mobility inside and outside of the higher education business space—and to address the technical and psychological barriers hindering the realization of an inclusive data exchange ecosystem in the U.S.

Comprised of volunteer leaders in student records, educational technology, and data management, ATAC helps the association anticipate trends, promote data standards, and advance secure, equitable, and interoperable systems. Members, drawn from ̽»¨Â¥'s voting membership and the broader credentialing ecosystem, are appointed by and serve at the discretion of the ̽»¨Â¥ Executive Director.

Student Information System (SIS) Operational Principles to Serve Learners and Institutions in the 21st Century

As part of its 2024–2025 work, ATAC developed a set of operational principles to guide the development, evaluation, and implementation of Student Information Systems (SISs) designed to meet the complex and evolving needs of 21st-century learners and institutions. The principles—developed through stakeholder engagement and analysis of current system limitations—are designed to ensure SIS platforms can support the future of learning mobility, digital credentialing, and inclusive student records management.

By embracing these principles, institutions, vendors, and policymakers can ensure SISs move beyond recording the past to enabling the future of all learning.

A lack of understanding surrounding data exchange and related technologies creates both a technical and psychological barrier for institutions towards realizing an inclusive data exchange ecosystem in the US. As the technology evolves, the association must ensure that best practices are identified that will better articulate the alignment of higher education with national workforce needs, meet institutional goals, and protect the data privacy and security of the learner. The evolution of this ecosystem necessarily needs to include all institutions if we are to meet the needs of all learners. To support these goals, ̽»¨Â¥ has a critical need for expertise to advise the association and support the membership to navigate the complex and dynamic ecosystem of digital learner records in higher education.

The newly established ̽»¨Â¥ Technical Advisory Council is responsible for tracking the rapid development of digital learner records and credentials in higher education to advise the association’s development of content, programming, guidance, and education to support the membership and the association’s strategic priorities.  The council will monitor developments in the field of innovative learner records and provide regular updates and recommendations to the association leadership. Advisory council members will be actively engaged with the latest research and trends, attend external events, and interface with multiple constituents within the association and the industry. Initial engagements with the council will likely include:

  • Develop and deploy a national higher education technology audit to advise and explore the development of  various public good tools

  • Recommendation of a curriculum map for the technical knowledge requirements for learning mobility for the ̽»¨Â¥ professions

  • Contribute to the development of white papers, research, and member guidance 

  • Interface with the standards bodies on behalf of ̽»¨Â¥ towards the development of a collaboration and unification of standards and/or standards bodies.  

  • Support to strengthen ̽»¨Â¥’s engagement with the student information systems to evolve their systems in ways that enable equitable access to the digital exchange of learner records for all institutions and the learners they serve. 

  • Identify barriers and support solutions to support the equitable evolution of an accessible digital learner ecosystem

Council membership will be highly selective, but we will seek to represent a cross-section of experts in the field of student records, educational technology, data standards, and data management. Successful appointments will have specialized expertise related to the technology of the digital record ecosystem, including existing digital exchange practices, and/or are engaged with emergent trends for issuing and exchanging digital records between institutions and other business spaces to support learner success. Terms of service will be one year, renewable. Apply today.
